In 624 b.c. the legislation of Drakonta (one of the oldest written legislation), which was rather a coding of an existing law rather than an import of new laws, was drawn up in Athens. According to the legislation those who had fulfilled their military services, as well as the holders of land exempted by debts, received the right to vote and be elected. The creation of a new Parliament was an important innovation of Drakonta, popular, which was constituted by 401 deputies and was elected by the totality of citizens that were over 30 years old. Characteristic of the liberal character of the new institution was that the election of deputies occurred by a lottery drawing and they were elected for only one year. The legislation of Drakonta also established the competence of Supreme Court to supervise the administration and the application of laws, simultaneously providing to the citizens the right to resort to the Supreme Court each time they considered that they were ill-treated by the un-equitable application of law.
